National R&D Innovation Act and Research Ethics
The National R&D Innovation Act (hereinafter referred to as the Innovation Act) enacted in 2021 establishes a common
norm for all national R&D programs. The significance of the enactment of the Innovation Act can be found in that it
laid the institutional basis for unifying and systematizing complex R&D-related regulations that have been applied
differently by each government ministry. The Innovation Act can be viewed as having two main contents. One is to
create an innovative environment to enhance research autonomy and efficiency by promoting researcher-centric R&D
programs, and the other is to improve the accountability of researchers by strengthening research ethics and sanctions.
In this presentation, I will introduce the issues of research ethics with a focus on the background and content of the
enactment of the Innovation Act and reflect on the importance of research ethics in productive R&D activities.

However, patents are allowed on a limited basis for ethical and public interest reasons or the patent law system. In this study, patent strategy establishment by examining issues related to inventions against anti-communism and good morals or bioethics, along with discussion on the definition of invention, patent subject, industrial applicability of human-targeted medical method invention, and components of invention for pharmaceutical use decide.
